Code common to Ha3sm channels, which are send and recieve types of stream
and block types.

Ha3sm syscalls look like 5 types, a "please" call to a PASSM interpreter,
and 5 IO calls that have been pre-permed via an earlier "please". That may
wind up as 5 "submit" (INTeL INT) instruction arguments.

The four channel types are stream and block by send and recieve. Or
something. Chech the design notes. I've forgotten some of it already.

The Ha3sm kernel will not have files. A filesystem may be a process I
suppose.

Interrupt gates block further maskable interrupts. Task gates don't.
Stream reflexes will be based on interupt gates. Blocks I dono.
