this file is part of the vquota-tools.

the vroot device, added by these patches to the kernel, is some
kind of proxy device, posing for a real block device, allowing
the quotactl calls to pass, but prohibiting any ioctl or r/w
access to the proxied device.

vrsetup is very similar to losetup, where the proxied device
must be given as second argument like the file in losetup.

    for example:

    # vrsetup /dev/vroot/0 /dev/root
    # vrsetup /dev/vroot/1 /dev/discs/disc0/part1

    # vrsetup -d /dev/vroot/0
